<br />that the proposed municipal improvements must be accomplished to provide
<br />
<br />for a progressive Martinsville and that study will be given toward ways
<br />
<br />and means of effecting these improvements. Several citizens appeared before
<br />
<br />Council with suggestions and comments on the proposed improvements as well
<br />
<br />as on the election results, among whom was Mr. R. N. Crockett who expressed
<br />
<br />obje ctions only on the proposed \1 Inner LOOplll Street improvements and, also,
<br />
<br />expressed opposition to Council's increasing any taxes for this phase of
<br />
<br />the program.

<br />Council unanimously accepted a deed conveying ten feet of right-of-way by
<br />
<br />Sidney's (of Roanoke) along its frontage on the south side of East Church
<br />
<br />Street, for the widening of this street, where this firm is presently con-
<br />
<br />structing a new retail store. Council was advised that the conveying of
<br />
<br />this right-of-way anticipates the widening of the street in front of the
<br />
<br />new store prior to completion of the store building. Council was also
<br />
<br />advised that the First National Bank and Leggett's Department Store will
<br />
<br />donate a like amount of right-of-way along the same side of the street in
<br />
<br />front of their properties adjoining Sidney's; however, City Manager Hirst
<br />
<br />reported that no progress has been made in obtaining a right-of-way donation
<br />
<br />from the owners of the Sparrow property to permit the complete widening of
<br />
<br />this block of East Church Street.

<br />Upon motion, duly seconded and unanimously carried, Council authorized Mayor
<br />
<br />Wilson to execute a deed conveying to Mrs. Elsie M. Young 0.15 acres of
<br />
<br />right-of-way on Clearview Drive, as referred to in Council's minutes covering
<br />
<br />its meeting of November 12, 1963, Council being informed that Mrs. Young
<br />
<br />has granted sewer and water easements sought by the City across her property
<br />
<br />in the area.
