<br />3: <br /> <br />TUESDAY <br /> <br />OCTOBER 27, 1964 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor J. Frank Wilson presiding, was held in the Council Chamber, <br /> <br />City Hall, Tuesday, October 27, 1964, beginning at 7:30 P.M., all members of <br /> <br />Council being present, viz., Mayor J. Frank Wilson; Vice-Mayor Fred T. Renick, <br /> <br />M.D.; Thomas J. Burch; Harry L. Boaz; and E. E. Stone. <br /> <br />- <br /> <br />After the invocation, Council approved as recorded the minutes of its regular <br /> <br />meeting held October 13, 1964. <br /> <br />Council acknowledged receipt of copies of an audit report of the City's fiscal <br /> <br />affairs, as prepared by the firm of William Z. Ford, CPA, for the fiscal year <br /> <br />ended June 30, 1964. <br /> <br />Council also acknowledged receipt of a certified copy of the Abstract of Votes <br /> <br />cast in the bond referendum at the special election held Tuesday, October 20, <br /> <br />1964, which bond referendum and special election were held pursuant to the bond <br /> <br />ordinance (for municipal improvements, i.e., a new city hall--including police <br /> <br />station and fire station and prisoner detention facilities and courtroom--and <br /> <br />,"- <br /> <br />various street construction and reconstruction) adopted by Council September 8, <br /> <br />1964. The abstract of votes cast reported the following: <br /> <br />FREEHOLDERS <br />For Bond Issue . . . <br />Against Bond Issue . <br /> <br />1158; <br />1014; <br /> <br />NON-FJiEEHOLDERS <br />For Bond Issue <br />Against Bond Issue <br /> <br />292; and <br />287. <br /> <br />,- <br /> <br />Council wai3 informed that the referendum failed to meet the requirements for <br /> <br />approval set forth in Section 2 of Chapter 11 of the City Charter; whereupon <br /> <br />Council expressed keen disappointment over the rejection by the voters but indicated <br />
