<br />In accepting the following letter of report from the Smoke Abatement
<br />
<br />Committee, dated October 7, 1964, and pursuant to the Committee's request,
<br />
<br />the Council discharged the Committee but acknowledged with sincere
<br />
<br />appreciation--to be relayed by letters from Council's Clerk to the
<br />
<br />members of the Committee--the splendid work and accomplishments of the
<br />
<br />Committee toward the voluntary abatement of smoke and air pollution by
<br />
<br />local industrial plants:

<br />SMOKE ABATEMENT COMMITTEE REPORT
<br />
<br />For the past 25 months the Smoke Abatement Committee has been
<br />functioning in accordance with your instructions as stated in
<br />your letter dated September 7th, 1962.
<br />
<br />Mr. John L. Gregory, Jr., President, Pannill Knitting Company,
<br />was unable to attend any of the cOmDlittee meetings because of
<br />illness.
<br />
<br />Mr. B. B. Thomasson, Virginia Cleaners, did not attend any
<br />meetings.
<br />
<br />More than one hundred complaints were received from individuals
<br />and organizations.
<br />
<br />Over three hundred smoke inspections were made during the period.
<br />
<br />All but two of the offenders have eliminated the causes of
<br />complaint by correcting firing methods, improving equipment, or
<br />installing new machinery and equipment.
<br />
<br />It is with regret we must report that Moorefield Cleaners and
<br />Laundry, Inc. and County-City Laundry Corporation are still
<br />drawing complaints because of smoke and soot nuisance.
<br />
<br />As recently as Friday, October 2nd, 1964 between 10:46 A.M. and
<br />10:59 A.M. soot of vruying sizes was observed emitting from the
<br />chimney at Moorefield Cleaners and Laundry, Inc. Soot emission
<br />waS also observed on Friday, October 2nd, 1964 between 11:27 and
<br />11:40 A.M. at County-City Laundry Corporation building. It is
<br />the opinion of the committee that both of these companies can
<br />remove the causeS of continual complaints through better firing
<br />practices and better equipment.
<br />
<br />The committee further believes that it can take no further steps
<br />in soot control matters, and recommends that it be disbanded.
<br />
<br />Please let me know what disposition you wish made of the files of
<br />this committee and the previous committee.
