Bouldin, Jr., Treasurer, <br />and, <br /> <br />It is, further, ordered that The First National Bank of Martinsville and <br />Henry County, Martinsville, Virginia, pay and charge said account with the <br />aforesaid outstanding check bearing the signature of William R. Shumate, <br />Treasurer, and none other when presented for payment that had been issued <br />and not paid by said bank prior to January 12, 1964. <br /> <br />Council, further, directed that the contractural arrangement formerly between the <br /> <br />_. <br /> <br />Council and Mr. Shumate, for the collection of utility accounts, be continued and <br /> <br />in force with the incoming Treasurer in accordance with the current budgeted <br /> <br />appropriation. <br /> <br />By memorandum from City Manager Hirst, Council was apprised of details of a proposal <br /> <br />for acquiring right-of-way for the widening and extending of Lester Street northward, <br /> <br />authorizing and directing City Attorney Cubine and City Manager Hirst te> proceed <br /> <br />with the preparation of documents by which the right-of-way can be acquired, in <br /> <br />accordance with the City Managerts proposal, which follows: <br /> <br />Lester Street and Church Street northward to the C. & N.W. railroad presently <br />40 feet in width. It would be proposed to acquire 20 feet additional right-of- <br />way on the east side. The right~of-way from Church Street to Mineral Street <br />has been offered by Mr. Rives S. Brown, Jr. on behalf of the several interests <br />that are involved, himself, Brown, Inc., and the Estate of Mr. Rives S. Brown, Sr. <br />This would widen Lester to 60 feet. The distances involved are 192 feet from <br />Church to Main; 294 feet from Main to Green and approximately 125 feet from Green <br />to Mineral. This would leave a distance between Mineral and the railroad of <br />approximately 55 feet which would have to be negotiated later with G. N. DeShazo. <br />The acquisition and the proposed price would include the demolition or removal <br />of a house in the block between Green and Mineral which would be within the <br />proposed right-of-way and the removal of a portion of the bay of the service <br />station between Church and Main Streets. <br /> <br />,- <br /> <br />The second portion of the acquisition w uld be for a right-of-way 60 feet in <br />width from the C. & N.W. railway northward, generally, to the property line <br />between that of the Brown interests and Lester Lumber Company, An extension <br />on beyond this property line has involved verbal discussions that have been <br />underway for sometime with Lester Lwnber Company as to a roadway that would <br />connect from Liberty Street to Northside Drive with an extension to go in the <br />direction of Lester Street. <br /> <br />The offer made for the right-of-way is a total amount of $37,500.
