They, along with several of their clients, strongly urged <br /> <br />Council to develop and proceed with the proposed thoroughfare plan with <br /> <br />special emphasis on maintaining and improving the lldowntownll business <br /> <br />section. <br /> <br />Upon motion, duly seconded, and unanimously carried, and with the under- <br /> <br />standing that there would be no entrance-or-exit driveways from or to <br /> <br />Madison Street, Council adopted the following ordinance approving the <br /> <br />rezoning petition and amending the City's Zoning Code and Zoning Map: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, <br />in regular meeting assembled this twenty-sixth day of November, 1963, <br />that the City's Zoning Code and Zoning Map be and are hereby amended <br />to reclassify--for zoning purposes--to IIB-1 Businessll all that <br />property not already so zoned (excluding the Sutton Apartments and <br />site at the corner of East Church street, Booker Road, and Madison <br />Street) located within the rear bounded by East Church Street, <br />Brookdale Street, Madison street, and said Sutton Apartments and <br />site, except that a 25-foot strip of land along the north side of <br />Madison Street from the Sutton property to Brookdale Street shall <br />remain classified as IIresidential'1. <br /> <br />BE IT FURTHER ORDAINED that the proposed new Zoning Code and Zoning <br />M~p for the City of Martinsville, on which a public hearing was <br />conducted by Martinsville City Council on November 18, 1963, shall <br />be revised to reflect the rezoning hereby enacted. <br /> <br />Council continued for further study the recommended new Zoning Code for the <br /> <br />City of Martinsville, on which a public hearing was conducted November 18, <br /> <br />1963, in which (hearing) several suggestions were received which the Planning <br /> <br />Commission recommended incorporating in the proposed new Zoning Code, as <br /> <br />follows: <br /> <br />Your Planning Commission at its regular meeting on November 19, <br />1963, gave consideration to the objections it heard, to the <br />proposed amendments to the zoning ordinance, on Monday night, <br />November 18, 1963, at your public hearing. <br /> <br />The Commission after much discussion of these objections voted <br />unanimously to recommend the following changes and/or additions <br />to the proposed amendments: <br /> <br />
