<br />1~ <br /> <br />TUESDAY <br /> <br />OCTOBER 22, 1963 <br /> <br />,.,-~ <br /> <br />City Attorney Cubine reported that the Virginia Supreme Court of Appeals <br /> <br />recently heard arguments by attorneys for both the City of Martinsville <br /> <br /> <br />and the County of Henry on the annexation suit filed ey the City and appealed <br /> <br /> <br />to the Court of Appeals as a result of a lower court decision in favor of <br /> <br /> <br />Henry County. A ruling from the Supreme Court, Mr. Cubine indicated, is <br /> <br />expected in November of this year. <br /> <br />- <br /> <br />Upon motion, duly seconded and unanimously carried, Council called for a <br /> <br />duly-advertised public hearing to be conducted Monday, November 18, 1963, <br /> <br />beginning at 7:30 P.M., at one of the local public school auditoriums yet <br /> <br />to be designated, on a proposed new Zoning Code for the City, as proposed <br /> <br />by the Planning Commission. <br /> <br />Representatives of the Martinsville Retail Merchants Association, with <br /> <br />Mr. Dan Greene (President of the Association) as spokesman, appeared before <br /> <br />Council and cited certain problems confronting the retail merchants whose <br /> <br />places of business are located in the Church Street-Main Street area, <br /> <br />generaJj-identified as the Ildowntown business section". Special emphasis <br /> <br />was placed by the merchants on the need for better vehicular traffic <br /> <br />movement and, in this cause, expressed endorsement of and support of the <br /> <br />Thoroughfare Plan developed several years ago by the Planning Co~~ission. <br /> <br />The merchants also expressed support of financing the cost of carrying <br /> <br />out the Thoroughfare Plan through a bond issue or whatever financing plan <br /> <br />can be formulated. <br /> <br />- <br /> <br />Representatives of the Albert Harris Parent-Teacher Association appeared <br /> <br />before Council and requested that sidewalk and curb-and-gutter be constructed <br /> <br />along Third Street from Fayette Street to F Street to reduce the traffic <br /> <br />hazards to small children attending the West End Elementary School at <br />
