<br />1~ <br /> <br />TUESDAY <br /> <br />MAY 14, 1963. <br /> <br />/- <br /> <br />~. <br /> <br />City Manager Hirst presented a proposal for the development of the Clearview School <br /> <br />playground area, at an estimated cost of $22,897.00 (including lighting), and <br /> <br />recommended that this program be approved and that it be financed from the balance <br /> <br />of the proceeds remaining from the sale of the North Martinsville Playground; <br /> <br />whereupon motion, Council authorized the development of the Clearview playground <br /> <br /> <br />in accordance with City Manager Hirst's proposal--except for the lighting phases-- <br /> <br /> <br />and appropriated from the North Me.rtinsville Playground surplus its balance of <br /> <br /> <br />$15,000.00 towards this project, cost of said project to be limited to this <br /> <br /> <br />appropria ti on. <br /> <br />City Manager Hirst informed Council that the bids recently received for the <br /> <br />construction of the proposed sewage treatment plant have been reviewed by the City's <br /> <br />consulting engineers and are now in process of being reviewed by the appropriate <br /> <br />Federal agency. Pending final approval of the bids, and upon recommendation of <br /> <br />City Manager Hirst, Council awarded the sewage treatment construction contract to <br /> <br />English Construction Company, of Altavista, Virginia, accepting the firm's <br /> <br />alternate and low bid of $759,400.00, which excluded sludg,s-drying equipment and <br /> <br />also reflected certain changes in choice of other equipment. <br /> <br />By Council's unanimous action, Messrs. Henry C. Reed and Thornton G. Wampler were <br /> <br /> <br />reappointed to membership on the City School Board for three-year terms beginning <br /> <br />July 1, 1963. Subsequent to this action, Council received a letter from the Albert <br /> <br /> <br />Harris Parent-Teacher Association recommending the appointment of Mr. LeRoy Perkins <br /> <br />to membership on the School Board. <br /> <br />Council acknowledged receipt of a report from the City Planning Commission <br /> <br />recommending the rezoning to "B-1 Business" all that property--not already so zoned-- <br />
