Council suggested that Miss Erwin <br /> <br /> <br />submi t her request in writing, upon receipt of which Council would give considera- <br /> <br />tion to the request as well as study to the draft of a proposed franchise <br /> <br />submi tted by Miss Erwin. <br /> <br />Council acknowledged receipt of (1) a progress repart of the local Board of <br /> <br />Assessors covering the current reappraisal of local taxable real estate; (2) <br /> <br /> <br />an audit repart-as prepared by the State Auditar of Public Accounts--of the <br /> <br />office of the Municipal Court Judge for the fiscal year ended June 30, 1961; <br /> <br />and (3) an audit report--as prepared by the State Auditor of Public Accounts- <br /> <br />of the accounts and records of the City of Martinsville for its fiscal year <br /> <br /> <br />ended June 30, 1961. <br /> <br />By agreement, a report by City Manager Hirst on civil defense was deferred <br />until Council's next reguJar nEeting. <br /> <br />Upon being advised by Wir. J. English Ford, Attorney-at-Law and right-of-way <br /> <br /> <br />negotiator, that he has exhausted all available nEans within his authority, <br /> <br />without success, to purchase fee simple title to properties hereinafter <br /> <br />referred to and required for the construction and reconstruction of U. S. <br /> <br />Rout.e 58 in the eastern area of the City, Council adopted the followiq; <br /> <br />resolutions authorizing and directing City Attorney Cubine to institute <br /> <br /> <br />conden-.nation proceedings against the persons and for the purpose indicated <br /> <br /> <br />in said resolutions: <br />
