<br />authority, without success, towards purchasing the fee simple titles
<br />to those certain parcels of land owned by Booker and Frances Mitchell
<br />and known and described as Parcels No. 004 and No. 018 as right-of-way
<br />for the aforementioned construction project; and
<br />
<br />WHEREAS, said strips or parcels of land are necessary for the
<br />construction, re-construction, alteration, and maintenance of said
<br />street; now, therefore,
<br />
<br />BE IT RESOLVED by the Council of the City of l1artinsville, Virginia,
<br />in regular meeting held 11B.y 22, 1962, that on behalf of the
<br />governments hereinabove mentioned Irvin iN. Cubine, an attorney at
<br />law, be and is hereby appointed attorney and agent with authorization
<br />to institute and conduct condemnation proceedings to acquire said
<br />land in fee simple, together with necessary easements, and as its
<br />attorney to make oath to the petition, all in accord with the
<br />statutes in this State and the provisions of the Charter of the
<br />City of Martinsville, Virginia, in such cases made and provided.

<br />WmREAS, J. English Ford, duly-appointed Right-of-Way Negotiator for
<br />the City of Ihrtinsville, the Commonwealth of Virginia, and the
<br />Federal Government, in connection with the improving and widening of
<br />u. S. Route 58 from Bob Gregory Street to the Cf ty' s East corporate
<br />limits on said U. S. Route 58, has advised the Council of the City
<br />of Martinsville that he has exhausted all available means within
<br />the limitations of his authority, without success, towards purchasing
<br />the fee simple title to that certain parcel of land owned by the heirs
<br />of Frances Mitchell and knO"WIl and described as Parcel No. 005 as
<br />right-of-~ for the aforementioned construction project; and
<br />
<br />WEEREAS, said strip or parcel of land is necessary for the
<br />construction, re-construction, alteration, a11d maintenance of said
<br />street; now, therefore,
<br />
<br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia,
<br />in regular meeting held M:ty 22, 1962, that on behalf of the

<br />title search and deed preparation also in connection with Route 58

<br />reconstruction and widening:
