Council concurred in <br /> <br />the necessity of removing certain on-street parking meters near the John R. <br /> <br />Smith and the Tuggle properties on Church street, which are being developed <br /> <br />as privately-operated off-street parking lots, to provide for adequate <br /> <br />ingress and egress. <br /> <br />Councilman E. E. Stone relayed to Council a letter from Hr. Mike l€vy, who <br /> <br />operates a retail store on Franklin Street, in which letter 111'. levy protested <br /> <br />the holding of membership on the Citizens Parking Committee by Hr. Leon Globnan <br /> <br />and Mr. Benton S. Blackard because of their interests in and association with <br /> <br />privately-operated off-street parking lots in the downtOYn business area. <br /> <br />City Manager Hirst informed Council that the City's consulting engineers are <br /> <br />in the process of preparing plans and specifications for the construction of <br /> <br />water and sewer utility lines to and from the City's airport tract and that, <br /> <br />in the event of industrial development of the airport property, provisions <br /> <br />must be made by Council to finance the cost of these lines. <br /> <br />By adoption of the following resolutions, Council authorized City Attorney <br /> <br />Cubine to institute condemnation proceedings to acquire fee simple title <br /> <br />to parcels of land indicated in said resolutions in connection with the <br /> <br />reconstruction and widening of Route 58 from Bob Gregory street to the City's <br /> <br />east corporate limits: <br /> <br />WHEREAS, J. English Ford, duly-appointed Right-of-W~ Negotiator for <br />the City of Martinsville, the Commonwealth of Virginia, and the Federal <br />Goverrnnent, in connection with the improving and widening of U. S. Route <br />58 from Bob Gregory Street to the City's East corporate limits on said <br />U. S.
