Sufficient land suitable <br />for residential purposes and industrial expansion is not no\{ <br />available within the present corporate limits of the City <br />to accommodate the needs and desires of its present population <br />or the new population which will be attracted to the City. <br />Many former residents and newcomers to the Martinsville area <br />have been compelled to establish their residences and <br />businesses beyond the corporate limits because there was <br />not available in the City suitable and desirable land. <br /> <br />(b) The areas proposed for annexation, together with the <br />present city, constitute a compact body of land peculiarly <br />adaptable to city growth and government, and all of the <br />territory is needed now or in the reasonably near future for <br />the City's development. <br /> <br />(c) The area proposed for annexation from Henry County <br />needs for its proper development the administration of muni- <br />cipal government, equipped and designed to meet the needs of <br />an urban population. The urban canmunity included in the <br />annexation area needs a governmental program for protection <br />against the spread of disease, for the education of its children, <br />for police and fire protection with ad91.uate equipment and <br />personnel, modern sewage treatment facilities, extension of <br />water and sewer lines, parks and playgrounds, a recreational <br />program, a central plan of community development, ad91.uate and <br />proper zoning, electrical building, fire, weights and measures <br />and other inspection facilities, streets and garbage collection <br />and disposal. Such a program is not feasible unless the area <br />affected is under a single governmental control, of modern <br />design, capable of raising public funds by having sufficient <br />taxable values within its jurildiction. The accomplishment <br />of such a result r91.uires a consolidation of the annexation <br />area with the City through the present proceeding. <br /> <br />(d) The long range plans for systems of public improve- <br />ments on the part of the City in undeveloped or partially <br />developed areas, including parks, playgrounds, schools, streets, <br />sewers, culverts, drains, water mains and gas mains must be <br />prepared and perfected as far as possible in advance of re- <br />sidential construction in order to avoid the public incon- <br />venience and difficulties inherent in uncoordinated private <br />real estate developments, independently pursued without <br />property consideration for the public interest. <br /> <br />(e) Portions of the annexation area have already been <br />developed for residential and business purposes to a limited <br />ax:tent and without provision for adequate system of water, <br />sewers and other facilities.
