<br />4~ <br /> <br />TUESDAY <br /> <br />SEPTEMBER 9, 1969 <br /> <br />Because of the forthcoming annual meeting of the Virginia Municipal League, to <br /> <br />be held in Williamsburg, Virginia, September 21st-24th, which Council will attend, <br /> <br />Council rescheduled its second meeting in September from September 23rd to Wednesday, <br /> <br />September 17th, at 7:30 P.M.; and, also, rescheduled a public hearing--on a proposed <br /> <br />amendment to the Zoning Code, involving "day nurseries" and "child care centers"-- <br /> <br />from September 23rd to its forthcoming October 14th meeting. <br /> <br />In response to an inquiry from Mr. B. Randolph Weaver (of Randy's Body Shop), as <br /> <br />to whether--and for what price--the City is interested in selling its former <br /> <br />incinerator property (located on Old Dye Plant Road, near Smith River bridge), <br /> <br />Council referred this matter to the City Planning Commission for advice as to the <br /> <br />property's present and future usage value to the City, meanwhile indicating that, <br /> <br />in the event the City might offer the property for sale, two independent value <br /> <br />appraisals should be obtained. <br /> <br />Council was informed that the Tax Reform Act of 1969 (H.R. 13270) has been (recently) <br /> <br />passed by the United States House of Representatives and that--despite opposition by <br /> <br />many state and local governments and by many other responsible organizations--this <br /> <br />legislation includes the removal (in part and/or in whole) of the tax-exempt status <br /> <br />historically afforded state and municipal bonds, against which removal the Council <br /> <br />registered its opposition on May 27, 1969 to the Honorable Wilbur D. Mills, Chairman <br /> <br />of the House Ways and Means Committee. With this bill now pending before the Senate, <br /> <br />for public hearings by the Senate Finance Committee on September 23rd-24th-25th as <br /> <br />to this specific feature, Council went on record as recording with Virginia Senators <br /> <br />Harry F. Byrd, Jr., and William B. Spong, Jr., strong opposition to the proposed <br /> <br />tax-exempt feature removal, with a copy of Council's expression to the Virginia <br /> <br />Municipal League and with a request that the Executive Secretary of the League include <br /> <br />this matter on the agenda of the forthcoming annual meeting to be held as hereinabove <br /> <br />noted. <br />
