1'" ~}
dA-.J

TUE SDAY

AUGUST 12, 1969

City Manager Noland informed Council that estimates have been received from

consulting engineers of the cost of conducting feasibility studies to develop

information for Council's consideration toward (1) consolidating the City's

government and functions with those of the County of Henry, in total or in part

as to area served, and (2) initiating annexation proceedings involving portions

of the County of Henry. In acceptance of City Manager Noland's suggestion,

Council unanimously expressed the desire to confer with the Henry County Board

of Supervisors--as soon as possible--to ascertain the Supervisors' interest in

merging and/or consolidating the County of Henry, or portions thereof, with

the City of Martinsville.

Council continued for study a proposal for the purchase of microfilming equipment

(at a cost of $11,820.00) for use, principally, by the Public Works Department's

Engineering and Inspection Divisions.

After receiving the following report and recommendation from the Planning

Commission, pertaining to furnishing water service to a building under construction

at the intersection of Chatham Road and Clearview Drive (Mr. Garrett Wells, owner

and petitioner), Council was apprised of certain facts (involving set-back

distances, etc.) which were not known to the Commission during its deliberations

on this matter; consequently, Council withheld action on the request for water

service, pending further consideration by the Commission:

The Planning Commission at its meeting on August 5, 1969, gave consideration
to a request from Mr. Garrett Wells that he be allowed to tap on to the City's
water main on Chatham Road at its intersection with Clearview Drive in Henry
County. The Commission, following due consideration of this matter, voted
to recommend to Council that this request be granted subject to the following
consitions:
1. That the contract for water service include covenants limiting the use
of this property to those uses allowed in the C-l Commercial zone in the
City Zoning Ordinance.
