<br />-1 J <br /> <br />TUESDAY <br /> <br />JULY 22, 1969 <br /> <br />~" <br /> <br />In tentative acceptance of a favorable report of the Planning Commission <br /> <br />on Sale Knitting Company's recent petition requesting the closing and vacating <br /> <br />of a portion of (unopened) Griggs Street, off Franklin Street, Council called <br /> <br />for a duly-advertised public hearing to be conducted by Council thereon at its <br /> <br />regular meeting to be held August 12, 1969, meanwhile authorizing Mayor Renick <br /> <br />to appoint a Board of Viewers (to perform the duties set forth in Section 15.1-364 <br /> <br />of the CODE OF VIRGINIA) for report on their findings at said August 12th meeting. <br /> <br />City Manager Noland reported that, in response to the City School Board's <br /> <br />invitation for bids on the proposed construction of a driving range ( on school <br /> <br />property, adjacent to the new Martinsville Senior High School), only one contractor <br /> <br />submitted a bid, this being in the amount of $22,460.00, covering necessary grading, <br /> <br />concrete curbing, drainage, and asphalt paving, with an alternate bid of $22,407.50 <br /> <br />involving the use of asphalt only as a paving surface. After hearing a report that <br /> <br />the appropriate State of Virginia officials have been informed of the fact that only <br /> <br />one firm submitted a bid, inasmuch as the State will allocate funds representing <br /> <br />50% of the cost of the project, and after hearing an explanation of the reason for <br /> <br />inviting an alternate bid, and after considering the time element involved, Council <br /> <br />authorized the awarding of contract (as per bid) subject to the concurrence of the <br /> <br />proper <br /> <br />State and/or Federal officials to the condition that, since this contract <br /> <br />must be executed by the School Board, the School Board be requested to use any <br /> <br />unexpended bond issue funds which might be available and/or to supplement such <br /> <br />bond funds, if any and as necessary, to complete and finance the project. <br /> <br />Having recently completed its tour of the City street system for the purpose <br /> <br />of studying and selecting possible curb-and-gutter and/or sidewalk projects for <br /> <br />the current fiscal year (1969-70), Council approved projects for curb-and-gutter <br />
