Stone, as spokesman for himself and other owners of property <br /> <br />located outside the City's Corporate Limits, between Spruce Street Extended <br /> <br />and Mulberry Creek, presented to Council a petition requesting that the <br /> <br />properties of petitioner~3 be annexed to the City. In expressing no <br /> <br />opposition to the annexing of these properties, Council suggested--through <br /> <br />City Attorney Cubine--that such a petition should be directed to, and <br /> <br />filed witj, the Circuit Court of the County of Henry. <br /> <br />Mr. John D. Epperly, Attorney at Law and Counsel for Villa Heights Water <br /> <br />Company, appeared before Council and requested permission for Villa Heights <br /> <br />Water Company to connect its sewer lines to the City's Jones Creek Outfall <br /> <br />Line, indicating that this company's sewage disposal system no longer has <br /> <br />the approval (i.e., for sewage disposal as heretofore approved) of the State <br /> <br />Water Control Board. Mr. Epperly noted that negotiations between the Henry <br /> <br />County Public Service Authority and the City of Martinsville have been underway <br /> <br />whereby sewage from an area encompassing the area served by Villa Heights Water <br /> <br />Company might be discharged into the City's Jones Creek Outfall Line; however, <br /> <br />on the basis that his client holds a Certificate of Public Convenience and <br /> <br />Necessity from the State Corporation Commission, Mr. Epperly contended that <br /> <br />negotiations toward serving his client1s area could be between only his client <br /> <br />and the City, or a second party. Council took the request under advisement. <br /> <br />~~. Henry C. Reed, Chairman of the City School Board, along with other School <br /> <br />Board members and with Mr. John D. Richmond, School Superintendent, presented <br /> <br />the School Board's operating budget requests for the forthcoming fiscal year <br /> <br />which--excluding debt service--reflected an increase (over the current <br /> <br />appropriations) of $231,000.00, of which $181,000.00 would be for instructional <br /> <br />salary increases, based on a new teacher-salary schedule recently adopted by <br />
