Mathes, Director of the local Health Department, presented the City <br /> <br />with a check from the State Department of Health (in the amount of $531.15), <br /> <br />representing refund of the City's share of un-used funds (contributed) <br /> <br />resulting from personnel vacancies, for the fiscal year 1967-68. Dr. Mathes <br /> <br />then informed Council that the dental health program for the City has been <br /> <br />recently re-activated. Further, in the form of a status report, Dr. Mathes <br /> <br />and Mr. Richard Mansfield, Sanitarian, commented upon the "Privy Elimination <br /> <br />Program" and the problems encountered in securing voluntary compliance with <br /> <br />requirements and, also, upon local "housekeeping" practices which continue to <br /> <br />consatute health hazards, particularly in the area of garbage-refuse storage <br /> <br />on premises and despite the excellent pick-up service provided by the City. <br /> <br />Council, thereupon, suggested that the City Manager coordinate efforts by the <br /> <br />City, in this direction, with those of the Health Department toward proceeding <br /> <br />with the enforcement of applicable enforcement regulations. <br /> <br />Pursuant to legislation enacted by the 1968 Virginia General Assembly, as <br /> <br />reported upon by City Attorney Cubine, Council adopted the following ordinance <br /> <br />(amending Chapter 10 of the City Code) applicable to the keeping by anyone <br /> <br />of inoperative automobiles in residential zones: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, <br />in regular meeting assembled this eighth day of October, 1968, that <br />the 80de of the City of Martinsville, Virginia (1956, and as amended), <br />be and is hereby amended to include, as a part of Chapter 10 thereof, <br />the following section identified as Section 10-35: <br /> <br />SECTION 10-35. Inoperative Automobiles in Residential Zones. <br /> <br />It shall be unlawful for any person, firm or corporation to keep on <br />any property zoned for residential purposes, except within a fully- <br />enclosed building or structure, any automobile or automobiles, the <br />condition of which automobile or automobiles is such that it is <br />economically impracticable to make such automobile or automobiles <br />operative. <br />
