J. Mathes, Director of the local Health <br /> <br />Department, Council endorsed the following resolution entitled, "Privy <br /> <br />Elimination Project", citing the requirement that all buildings in the City <br /> <br />shall connect to the City's sewerage system where such system is accessible: <br /> <br />PRIVY ELIMINATION PROJECT P.E.P. <br />Ch'3pter XVIII, Article II, Section 18-3 <br /> <br />Every owner of a building in the City in which persons live, stay, <br />or are employed, and which is located so as to be accessible to the <br />sewer system of the City, shall be required to have all closets, <br />privies, sinks, bathtubs, shower baths, lavatories and urinals, <br />and all fixtures incident to the disposal of human wastes connected <br />so as to discharge into the City sewer system, through approved <br />type sewer pipe, properly trapped. <br /> <br />WHEREAS, A survey of the City by the Martinsville Department of <br />Health revealed from 75-100 privies in various stages of repair and <br /> <br />WHEREAS, Most of the privies are serving rental units of living and <br /> <br />WHEREAS, Efforts to influence and force the owners to connect these <br />houses to City sewers, where available, have been very limited in <br />their effectiveness and <br /> <br />WHEREAS, The fee for connecting to the City sewer system is to be <br />raised from the present $25.00 to $125.00 as of July 1, 1968 then <br />
