Councilman Hartford and <br /> <br />Vice-Mayor Stone, while expressing a desire to consider tax adjustments <br /> <br />coincident with consideration of the 1968-69 Budget yet to be received, opposed <br /> <br />giving consideration to any adjustments until sufficient study has been given <br /> <br />said proposed budget to ascertain the City's financial needs. The motion was <br /> <br />voted upon as follows: "Ayes" - Councilmen West and Boaz; "Noes" - Councilmen <br /> <br />Hartford and Stone. Douglas Frith, Attorney at Law and Counsel for petitioners, Council <br /> <br />received resolutions from both the Medical Staff of Martinsville General Hospital <br /> <br />and the P~trick-Henry Dental Association, requesting (1) an immediate reduction <br /> <br />to 69~ in the rate applicable to professional services and (2) "That Council <br /> <br />by appropriate resolution urge upon the Constitutional Study Commission, Bar <br /> <br />Committees, or appropriate groups, the amendment of the Virginia Constitution <br /> <br />so as to allow a local income tax, which income tax should be adopted by the <br />
