City Manager Noland and City Attorney Cubine <br /> <br />suggested that Section 6 of the franchise granted Lee Telephone Company <br /> <br />might be interpreted as requiring the company to conduct local public <br /> <br />hearings in order that local subscribers be given ample opportunity to <br /> <br />be informed on the proposed tariff changes as well as opportunity for <br /> <br />such subscribers to express their views on this matter. Lee Telephone <br /> <br />Company officials expressed the opinion that it is not incumbent upon <br /> <br />the company to conduct such hearings although representatives of the <br /> <br />company would meet with any group of interested citizens so as to inform <br /> <br />such citizens of the company's plans and details concerning proposed rate <br /> <br />changes. Upon motion, Council directed that, at its forthcoming April 9th <br /> <br />meeting, this matter will be carried on the agenda for inquiry of any <br /> <br />interested citizen, at which time representatives of Lee Telephone Company <br /> <br />will be present to answer any questions pertaining to prop8sed rate changes. <br /> <br />Through a representative of the Virginia Department of Welfare & Institutions, <br /> <br />along with Mr. Odell W. Gray, Superintendent of the City's Welfare Department, <br /> <br />Council was apprised of certain details of the "Food Stamp Programll <br /> <br />sponsored by the United States Department of Agriculture, whereby eligible <br /> <br />persons or families (if they participate in the program) will be able to <br /> <br />p1ffchase food stamps which, in turn, will enable such persons to obtain <br /> <br /> <br />more food for dollars spent than would otherwise be possible and, thus, <br /> <br />provide an improved food diet for such persons.
