<br />, l' J (' <br />~: ,l'._.A .~ <br /> <br />TUESDAY <br /> <br />o=rOBER 10. 1967 <br /> <br />General Recommendation <br /> <br />The City should institute a policy of charging an annual sprinkler <br />standby charge of one dollar per sprinkler head on all City supplied <br />systems outside the corDorate limi~s, with the charge system to be <br />effective with the bc'ginning of the next calendar year and to involve <br />annual payments in advance. <br /> <br />Fire protection costs are e;cneral governJ18nt costs, and not Water <br />D='part'Tlent COE; ts, as evidenced by the i'act that Fire Department <br />expenses are borne by the General FGnd, and annually a sum is trans- <br />ferred from the General Fund to the Water Fund, as a hydrant rental <br />o~> stendby c: <br /> <br />The tr,xes generated in the Park go to the County and not to the City, <br />thus Park development does not directly broaden. the City's tax base. <br />The sprinkler s ;,andby charge is recommended to partially reDay the <br />City for an investment on which there is no direct return. Presently, <br />the indGstrics in the Park pay the City only for domestic 'water service. <br />It is not recom:nended that the present su~'charge setup ("outside" 'vJater <br />users 98,.1 double inside rate) be , because the advantBges of a <br />pub] ic dome tic I~Jater ,~upply j usUry the existing sGrcharge policy. <br /> <br />Four of the five industries alreadJ served by the ParK sJstem have <br />installed sprinkler sJstems, and in these four buildings we estimate <br />that a total of about 4,375 sprinkler heads are in service, and that <br />in the soon to be completed Frith building about 2,100 heads will be <br />i os taIled. <br /> <br />Outside the Pac-k area only one sprinkler ,3ystem is served by the City-- <br />the "hopping center on ArmorJ Road at Route 220, and 'de estinate thB.t <br />at that location about 5 heads are connected. In all, we estimate <br />that there are a total of 7,050 sDrinkler heads to 1~Jhich this recommended <br />policy would apply. <br /> <br />Council unanimously accepted tte "interim" recornrnendations, as cited and as <br /> <br />theJ pertain to the Frith Family Trust building under construction. Further- <br /> <br />more, Council informed represe~ntati ves of the Frith Family TrUST, that other <br /> <br />i terns to be required, as outlined, are to be made a parI:, or a contractural <br /> <br />agree~ent between the City and the Trust and that the Trust and other like <br /> <br />Iloutside" users should anticipate the probability of a sprinkler-head charge <br /> <br />being imposed either as recom'nended or in similar f'orm.
