<br />') ')! <br />.....' ......... ~ <br /> <br />TUESDAY <br /> <br />OCTOBER 10. 1967 <br /> <br />hardship on the homebuilders for their present cOmnlitments and, too, represents <br /> <br />too drastic an increase at one time. Council, however, having received a <br /> <br />requested study report on this matter from City Manager Noland, who recomnlended <br /> <br />that the effective date of the connection-fee ordinance (adopted July 25, 1967 <br /> <br />and effective July 26, 1967) not be postponed, accepted the City Manager1s <br /> <br />recomnlendation and directed that there be no delay in the implementation of <br /> <br />this ordinance. <br /> <br />In connection with the request filed September 26, 1967 by the Frith Family <br /> <br />Trust (through its agent, the First National Bank) for water service for a <br /> <br />new warehouse being constructed by the Frith Family Trust on a tract of land <br /> <br />outside the City's Industrial Park but adjoining the northwest boundary of <br /> <br />the Park along the seven-acre tract authorized sold by Council1s action of <br /> <br />September 26th (to the Frith Family Trust), City Manager Noland presented the <br /> <br />following recommendations thereon: <br /> <br />1. The City offer to provide domestic service (for drinking and <br />sanitary purposes) under existing policy. <br />2. The City provide standby fire protection by filling any tank of <br />at least 250,000 gallon capacity constructed by the applicant, <br />provided that the tank and all pertinent phases of the project be <br />installed to meet specifications of the State Health Department <br />and of the American Water Works Association, that the piping be <br />so laid out that after the tank is filled the supply line valve <br />would be opened only at the option of and by the City, for test <br />purposes or in the event of a fire which might set off the <br />sprinkler system. <br />This latter phase of the recomnlendation is in keeping with prior <br />obligations to occupants of the Park, and with the City's policy <br />which requires the City to give first consideration to in-city <br />users in the event of a shortage, which could possibly occur as <br />a result of a prolonged fire or main failure. <br />3. So that the Frith warehouse could be afforded fire protection at <br />the earliest possible moment, it is recommended that the City <br />pernlit the imnlediate installation of the fire main to the building <br />from the site of the proposed tank, as well as the piping and <br />valve arrangement suggested, if the proposed tank is to be installed <br />within a specified but reasonable time. Thus, this would involve a <br />calculated risk on the part of all concerned, that no serious fire <br />or main failure would occur before a tank could be completed and <br />placed in service. <br />
