H. Fussell Construction Corporation, Council deferred consideration of the (dormant) status of the con- tract between Mr. Fussell and the City for the development of Candlewyck Court off the east side of Indian Trail. City Manager Noland, as Chairman of the City's Special Tax Study Committee, announced that Dr. George Jennings, Director of the Bureau of Business Research of Richmond Professional Institute, has been retained by the committee as consultant and that the authorized tax study is now underway. City Manager Noland informed Council that interest has been expressed by judicial authorities in the Franklin County area toward establishing an area juvenile detention facility in Franklin County and that, presently, the reaction of local judicial authorities indicates that the location of the proposed facility would not be advantageous to the City. Pursuant to Mr. Noland1s suggestion, Council recommended that the City be represented at a forthcoming meeting called by Franklin County authorities to explore further the possibilities of such a facility. Upon motion, duly seconded, Council unanimously authorized City Manager Noland to execute--on behalf of the City--an agreement with the Norfolk and Western Railway Company whereby the City will be permitted to cross the railway company1s right-of-way (at Mile Post R-63 + 4,306.51, as per Plan V-7-VA, #131 of 7-20-67) at or near the railway company's ITestle crossing Beaver Creek, east of Koehler, in Henry County.
