<br />i02 <br /> <br />TUESDAY <br /> <br />AUGUST 8. 1967 <br /> <br />loan appraisals being correspondingly increased, is expected to eliminate <br /> <br />the building of low-to-medium price homes. <br /> <br />Pursuant to written request of Mr. P. H. Fussell, of p. H. Fussell Construction <br /> <br />Corporation, Council deferred consideration of the (dormant) status of the con- <br /> <br />tract between Mr. Fussell and the City for the development of Candlewyck Court <br /> <br />off the east side of Indian Trail. <br /> <br />City Manager Noland, as Chairman of the City's Special Tax Study Committee, <br /> <br /> <br />announced that Dr. George Jennings, Director of the Bureau of Business Research <br /> <br />of Richmond Professional Institute, has been retained by the committee as <br /> <br />consultant and that the authorized tax study is now underway. <br /> <br />City Manager Noland informed Council that interest has been expressed by judicial <br /> <br /> <br />authorities in the Franklin County area toward establishing an area juvenile <br /> <br /> <br />detention facility in Franklin County and that, presently, the reaction of local <br /> <br />judicial authorities indicates that the location of the proposed facility would <br /> <br />not be advantageous to the City. Pursuant to Mr. Noland1s suggestion, Council <br /> <br />recommended that the City be represented at a forthcoming meeting called by <br /> <br />Franklin County authorities to explore further the possibilities of such a facility. <br /> <br />Upon motion, duly seconded, Council unanimously authorized City Manager Noland <br /> <br />to execute--on behalf of the City--an agreement with the Norfolk and Western <br /> <br />Railway Company whereby the City will be permitted to cross the railway company1s <br /> <br />right-of-way (at Mile Post R-63 + 4,306.51, as per Plan V-7-VA, #131 of 7-20-67) <br />at or near the railway company's ITestle crossing Beaver Creek, east of Koehler, <br />in Henry County. <br />
