<br />'>,0 <br />.., '-' <br /> <br />TUESDAY AUGUST 8. 1967 <br /> <br />C. Installation of improvements. <br /> <br />2. The developer, at his sole expense, will provide the <br />following street improvements: <br /> <br />a. Clearing and grading to full right-of-way limits. <br />b. Storm drainage facilities, both within and outside <br />right-of-way limits. <br />c. Base materials, in place and compacted. <br />d. Curb and gutter. <br />e. Street survey monUlllents. <br />f. Street paving from curb to curb. <br /> <br />~<3. The City, at its sole expense, will provide the following <br />street improvements: <br /> <br />a. Water lines, fire hydrants, tees, valves and house <br />laterals. <br />b. Street lights, subject to Section VII (B-6).* <br />c. Street-name signs <br />d. Street trees, at the discretion of the City Council. <br />e. Seeding within right-of-way limits to prevent erosion. <br />f. Sanitary sewer lines within street right-of-way limits <br />or parallel thereto, including manholes, tees and house <br />laterals, but not including trunk lines to existing <br />sewer outfalls. <br /> <br />BE IT FURTHER ORDAINED that, an emergency existing, this ordinance shall be <br />in effect from date of passage. <br /> <br />Mr. J. P. Wade, representing the Martinsville-Henry County Homebuilders Association, <br /> <br />appeared before Council and expressed the opinion that, with the recent increasing <br /> <br />of water and sewer connection fees (along with the additional cost on developers <br /> <br />resulting from the foregoing revision of the subdivision ordinance), there will <br /> <br />now be more cost burden upon homebuilders in Martinsville than can be financed by <br /> <br />potential home buyers in the low-to-medium price category, consequently diminishing <br /> <br />the market for such homes and forcing the development of more low-income rental <br /> <br />properties. Mr. Wade explained that his group did not officially oppose either <br /> <br />the incres,se in utility connection fees or the shifting of cost burden brought <br /> <br />about by the subdivision ordinance amendment on the assumption that both increases <br /> <br />would not become effective ~t the same time; however, the effecting of these <br /> <br />increases along with high-interest mortgage rates, and with no probability of <br />
