<br />BG <br /> <br />TUESDAY <br /> <br />JUNE 27. 1967 <br /> <br />The Commission, at both meetings, discussed this matter at great length <br />with interested developers and following much deliberation reached the <br />following decision. It is recommended that the City continue to install, <br />at its own expense, utilities in new developments. However, the ordinance <br />should be amended to place the responsibility for the construction of <br />plant-mix paving on the developer. <br /> <br />It is the Commission's opinion that all the City's utilities should be <br />se~.supporting to the extent that reasonable extensions could be made from <br />time to time from current revenue. The Commission understands that the <br />electric and water utilities are self supporting to this extent and it is <br />their suggestion that Council give consideration to in some manner bring <br />the sewer program to such a standard. One method discussed by the <br />Commission was the possibility of increasing the sewer connection fee to <br />a more realistic figure. <br /> <br />After some discussion, Council accepted the Commission's recommendations, <br /> <br />meanwhile requesting realistic and present-day cost figures for standard water <br /> <br />and sewer connections as a basis for further consideration toward establishing <br /> <br />a new schedule of fees for both water and sewer connections. <br /> <br />In connection with petition filed V~y 23, 1967, by Sale Knitting Company, Inc., <br /> <br />and having received a written report (dated June 22, 1967) from a duly-constituted <br /> <br />Board of Viewers, Council adopted the following ordinance effecting petitioner's <br /> <br />request that a designated portion of Roy Street be discontinued and abandoned: <br /> <br />WHEREAS, by petition filed M3.Y 23, 1967 with Martinsville City Council, <br />Sale Knitting Company, Inc., requested the discontinuance and abandonment <br />of a portion of Roy Street, of which portion petitioner is the sole <br />abutting property owner; and <br /> <br />WS~REAS, pursuant to said petition, Martinsville City Council appointed a <br />Board of Viewers to perform the duties set forth in Section 15.1-364 of <br />the CODE OF VIRGINIA, 1950, and as amended; and <br /> <br />WHEREAS, said Board has duly performed said duties and, under date of <br />June 22, 1967, has reported in writing to Martinsville City Council that <br />in said Board's opinion no inconvenience will result to anyone whatsoever <br />as a result of the requested discontinuance of that portion of Roy Street <br />described in the Board's report; now, therefore, <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in <br />regular meeting assembled this twenty-seventh day of June, 1967, that it <br />doth hereby accept the findings of said Board of Viewers and doth hereby <br />order the discontinuance and abandonment of said portion of Roy Street, <br />a;3 shown on map of property for Sale Knitting Company, Inc., prepared by <br />
