If TUESDAY JUNE 27. 1967 5. The United States of America, the State of Virginia, and the political sub-divisions, boards, commissions, and authorities thereof are hereby exempted from the payment of the tax imposed and levied by this ordinance with respect to the purchase of utility service used by such gove~nmental agencies. 6. Any purchaser failing, refusing, or neglecting to pay the tax hereby imposed or levied shall, upon conviction, be subject to a fine of not more than ten ($10.00) dollars; and each failure, refusal, neglect or violation and each day's continuance thereof shall constitute a separate offense. In addition to the fine and penalties hereby imposed, the Manager and/or person in charge of the utility billing of said seller may, upon the failure of any purchaser to pay the tax hereby levied or imposed, discontinue utility service to such purchaser. 7. The tax levied or imposed llilder this ordinance with respect to the purchase of utility service from seller shall be applicable to charges first appearing on bills rendered by seller to purchaser on the first day of JUly, 1967, and thereafter. 8. That individual designated by the COllilcil of the City of Martinsville to collect for utility services is hereby charged with the power and the duty of collecting the taxes levied and imposed herellilder and shall cause the same to be paid into the General Treasury of the City of Martinsville. 9. This ordinance repeals, cancels, replaces and supersedes an ordinance of similar title adopted February 23, 1965, and any amendments thereto. Resuming its June 13th discussion of the merits of decals vs. metal license tags for local motor vehicle license taxation, Council decided to continue for 1968 the using of metal license tags but with the understanding that such tags will be - redesigned, for smaller size in one dimension, to be better adaptable to mounting. Under date of June 23, 1967, the Planning Commission submitted its following report and recommendation regarding proposed revisions of the City's Subdivision Ordinance, as contemplated in the City's 1967-68 Budget: Your Planning Commission gave consideration, at its regular meeting on June 15 and again at a special meeting on June 22, to Council's reference of the matter with regard to amending the City's Subdivision Ordinance in such m~nner as to place the responsibility for the construction of sewer lines and plant-mix paving in new subdivisions on the developer.
