~ ~)
..L hi

TUESDA Y

OCTOBER 25. 1966

City Manager Noland reported that the City is now engaged in a program designed

to remove or repair sub-standard buildings or structures within the City and

that already, as a result of verbal contact, owners of twenty-one such structures

are now in process of demolishing and/or repairing their properties. As a phase

of this program, the City's Inspection Department informs the property owners

not only of any conditions in violation of the City's regulations but also what

improvements must be effected to meet these regulations. In addition, thirteen

written notices have been mailed or delivered to owners of properties in

violation. The progress so far and the voluntary cooperation of property

owners in this program were deemed as excellent.

Upon motion, duly seconded and unanimously carried, Council adopted the

following resolution accepting a proposed revision of the City's Electric

Service Agreement--for the purchase of electric energy--with the Appalachian

Power Company:

WHEREAS, with the approval of the Corporation Commission of the
Commonwealth of Virginia, the Appalachian Power Cnffinany will effect a
revision in its rates for "Large Capacity Power" customers under
"Tariff L. C. P.II, beginning November 1, 1966; and

WHEREAS, under the provisions of Section 5 of the Electric Service
Agreement between the Appalachian Power Company and the City of
Martinsville, dated March 8, 1960 (and as revised), the City of
Martinsville has the option of being billed for electric energy
purchased from the Appalachian Power Company on and by such tariff
as might be available to Appalachian's other large users of electric
energy in the vicinity of Martinsville, should such tariff be deemed
advantegeous to the City of Martinsville; and

WHEREAS, it is deemed by the Council of the City of Martinsville, Virginia,
that the tariff hereinabove cited will be advantageous to the City of
Martinsville; now, therefore,

BE IT RESJLVED by the Council of the City of Martinsville, Virginia, in
regular meeting assembled this twenty-fifty day of October, 1966, that
it does hereby accept the rate substitution incorporated in cited tariff
as a revision to said Electric Service Agreement and as set forth in
Mr. James B. White's proposal of October 13, 1966, and as supplemented by
Mr. Jack M.Burnett's letter of October 20, 1966, both on behalf of
Appalachian Power Company; and, further,
