<br />r::q <br />, ! <br />, , <br /> <br />TUESDAY <br /> <br />JUNE 13, 1972 <br /> <br />A letter of application, dated June 8, 1972, for a Special-Use Permit--filed <br /> <br />by the Honorable J. English Ford, Judge of the Sixth Regional Juvenile & <br /> <br />Domestic Relations Court--to allow the operation of a Probation House at the <br /> <br />southwest corner of Cleveland and Brown Streets, was referred to the Planning <br /> <br />Commission for its consideration and recommendation. Subsequent thereto, Mr. <br /> <br />William G. Pannill, member of the Planning Commission, inquired of Council and <br /> <br />City Attorney Cubine as to whether--in view of conflicting opinions--the <br /> <br />Commission has jurisdiction in this matter. <br /> <br />After hearing from Mr. Leon Globman, Chairman of the Planning Commission, who <br /> <br />urged that City Manager Noland's proposed 1972-73 budget be revised to include <br /> <br />additional funds--to be financed, if necessary, by increased taxation--in <br /> <br />anticipation of major expenditures necessary to begin carrying out recommendations <br /> <br />expected as a result of the current t1downtownt1 study, and additional comments as <br /> <br />to how to finance such expenditures, Council placed on first reading--and called <br /> <br />for a duly-advertised public hearing for its forthcoming June 27th meeting <br /> <br />thereon--said proposed budget, as revised pursuant to Council's instructions <br /> <br />to City Manager Noland, with Vice-Mayor West pointing out some of the revisions, <br /> <br />particularly as to Welfare expenditures, which would enable Council to adopt a <br /> <br />budget predicated on no increases in real estate taxes and motor vehicle license <br /> <br />taxes as initially proposed. <br /> <br />Upon petition of the Martinsville Volunteer Fire Company, Council renewed and/or <br /> <br />extended--for the forthcoming Annual Bazaar (June 26, 1972 through July 1, 1972, <br /> <br />at Brown Street Field)--the Special-Use Permit conditionally issued June 8, 1971 <br /> <br />for the years 1971, 1972 and 1973. <br />
