Manson, Attorney at Law and Counsel for certain citizens <br /> <br />groups, presented certain proposed amendments to Section VI (Paragraph <br /> <br />A, 1 & 2) of the City's Zoning Ordinance. Council referred this matter <br /> <br />to the Planning Commission for its consideration and recommendation. <br /> <br />Council also referred to the Planning Commission, for its consideration <br /> <br />and recommendation, an application for a Special-Use Permit filed by <br /> <br />Community Methods, Inc., Virginia Beach, Virginia (Mr. Horace E. Henderson, <br /> <br />Chairman of the Board). Applicant indicated that it proposes to construct <br /> <br />a moderate-income unsubsidized apartment complex (consisting of 154 units) <br /> <br />on a 9.644-acres tract of land situated on the north side of Spruce Street, <br /> <br />between an existing commercial area and the City's corporate limits. <br /> <br />Council acknnowledged receipt of a letter (dated 4-13-72) from the District <br /> <br />Engineer for the State Department of Highways, indicating general approval <br /> <br />by the Highway Commission of the Brookdale Street reconstruction project <br /> <br />as tentatively planned. <br /> <br />Upon being apprised that all of the required right-of-way necessary to <br /> <br />constructing authorized curb-and-gutter on the Rivermont Heights project <br /> <br />can not be secured in the segment west of Hillcrest Avenue, and upon being <br /> <br />advised that the transition from and to different street-widths will <br /> <br />present no problem, Council authorized the eliminating of said segment <br /> <br />and the proceeding with the construction of curb-and-gutter from said <br /> <br />Hillcrest Avenue east to the City's corporate limits. <br />
