English Ford, Judge of the Sixth Regional Juvenile & <br /> <br />Domestic Relations Court, accompanied by Mrs. Robert H. Spilman, Mrs. E. A. <br /> <br />Sale, Mrs. Malcom Coe, and Mr. Jan Reed, appeared before Council and <br /> <br />presented plans and procedures, as well as costs and financing methods, <br /> <br />for establishing a Regional probation House to be under the jurisdiction <br /> <br />of Judge Ford and a suggested six-member commission. The annual cost to <br /> <br />the City, for its jurisdictional share, was estimated at $3,274.70 which-- <br /> <br />as to indication of its unanimous approval of the project--Council directed <br /> <br />be included and appropriated in the City's forthcoming 1972-73 budget. <br /> <br />Predicated upon the participation of other governmental jurisdictions <br /> <br />within this region, it being reported that the Henry County Board of <br /> <br />Supervisors has already agreed to participate, Council directed that <br /> <br />evidence of its approving action be relayed to the State Department of <br /> <br />Welfare & Institutions as a request that the State agency also approve. <br /> <br />Meanwhile, Council acknowledged with appreciation the interest and support, <br /> <br />both financial and otherwise, being given this project by area citizens and <br /> <br />business firms. <br /> <br />Pursuant to Council's action taken September 21, 1971, in granting in-City <br /> <br />modular home manufacturers "freedom of movement", i.e., waiver of regulations <br /> <br />applicable to transporting of modular homes or "wide-loads" over City streets, <br /> <br />City Manager Noland reported that no problems in connection therewith have <br /> <br />been encountered and, furthermore, recommended that said waiver be extended <br /> <br />in accordance with Council's said action and directive. Accordingly, in <br /> <br />acceptance of said recommendation, said "freedom of movement" became the <br /> <br />established policy. <br />
