<br />IC"'O <br />~..... <br /> <br />TUESDAY <br /> <br />MARCH 14, 1972 <br /> <br />Council continued for further study the recommendation (dated March 14, 1972) <br /> <br />submitted by the Board of Directors of the Martinsville-Henry County Chamber of <br /> <br />Commerce, that the City of Martinsville and the County of Henry establish an <br /> <br />Industrial Revenue Bond Authority, meanwhile requesting City Manager Noland to <br /> <br />communicate with local financial institutions, business men and industrialists <br /> <br />and invite expressions of their opinions and recommendations to be presented at <br /> <br />Council's forthcoming March 28th meeting. <br /> <br />Upon motion, duly seconded and unanimously carried, Council adopted the following <br /> <br />resolution authorizing City Manager Noland to execute--on behalf of the City--any <br /> <br />and all documents relating to applying for and obtaining State-Federal financial <br /> <br />assistance for the construction of secondary sewage treatment facilities required <br /> <br />of the City by the State Water Control Board: <br /> <br />WHEREAS, the Council of the City of Martinsville, Virginia, desires to <br />obtain Federal-State financial aid for sewerage system improvements <br />project identified as WPC-VA-39l; and <br /> <br />WHEREAS, said Council has been informed that, in the filing of documents <br />towards this end, it is necessary that the Council designate a City <br />official to execute such documents on behalf of the City of Martinsville; <br />now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in <br />regular meeting assembled this fourteenth day of March, 1972, that <br />Thomas B. Noland, City Manager of the City of Martinsville, Virginia, be <br />and is hereby authorized to execute any and all documents necessary to <br />apply for and obtain Federal-State financial aid or grants for said <br />Project WPC-VA-39l. <br /> <br />Through Public Works Director George W. Brown, Council received a progress report <br /> <br />on the proposed extension and widening of Lester Street from Mineral Street to <br /> <br />Northside Drive (new Route 57 project), indicating that representatives of the <br /> <br />Rives S. Brown interests have agreed to waive the stipulation set forth in Council <br /> <br />minutes covering meeting of January 28, 1964, as to the Brown property right-of-way <br />
