<br />;0-1 <br /> <br />TUESDAY <br /> <br />JANUARY 25, 1972 <br /> <br />Through Mr. Robert S. Martin, President, Council received from Martin's <br /> <br />Estate, Inc., a petition requesting the rezoning from IJM-l" to "R_61J of <br /> <br />petitioner's Lots Nos. 178, A, B, 186, and 187 at the intersection of <br /> <br />Sellers and Salem Streets. Petitioner's request also asked for a reduction <br /> <br />in the set-back line requirements on the Salem Street side line of Lot No. B. <br /> <br />Council referred this petition to the Planning Commission for its <br /> <br />consideration. <br /> <br />Council continued for study, and for further consideration at its forthcoming <br /> <br />February 8th meeting, a proposal submitted by the West Piedmont Planning <br /> <br />District Commission whereby the governmental jurisdictions within the Planning <br /> <br />District would enter into an emergency aid agreement and thereby establish a <br /> <br />law enforcement manpower pool. <br /> <br />Through the following resolution, unanimously adopted, Council authorized the <br /> <br />filing of an application for Federal financial assistance to acquire and <br /> <br />develop specified properties--for recreational purposes and usages--in the <br /> <br />Chatham Heights area and in the West Martinsville area~ <br /> <br />WHEREAS, Title 'VII Public Law 87-70 of the Housing Act of 1961, as amended, <br />provides for the making of grants by the Secretary of Housing & Urban <br />Development to States and local public bodies to assist them in the <br />acquisition and development of permanent interests in land for open-space <br />uses where such assistance is needed for carrying out a unified or <br />officially coordinated program for the provision and development of open-space <br />land aa part of the comprehensively-planned development of the urban <br />area; and <br /> <br />WHEREAS, the City of Martinsville, Virginia (herein sometimes referred to as <br />"Applicant") desires to acquire and develop certain lands located in northeast <br />Martinsville (Chatham Heights Area) and, also, desires only to develop certain <br />of Applicant's lands in the West Martinsville Area, which lands--not owned <br />by Applicant--are identified as follows: <br />
