<br />; ,1 <br /> <br />TUESDAY <br /> <br />SEPTEMBER 28, 1971 <br /> <br />West Piedmont Planning District Commission will endorse the Waldron & <br /> <br />Fralin project. Mr. Fralin further informed Council that, except for <br /> <br />the length of time necessary for the processing of his firm's rezoning <br /> <br />petition (filed May 11, 1971 and final action taken thereon August 17, <br /> <br />1971, effecting said rezoning of the Whittle property), construction <br /> <br />might have been begun during the "life" of the aforesaid Certificate <br /> <br />of Need. Mr. Fralin then compared ratios of nursing home beds to <br /> <br />population figures existing in ~veral communities, showing that the ratio <br /> <br />for the Martinsville area indicated a need for additional nursing home <br /> <br />facilities and services. Mr. Fralin also stated that his firm's proposed <br /> <br />facility would participate in all Federal-State-Local geriatric programs. <br /> <br />Council then was informed that Memorial Hospital of Martinsville & <br /> <br />Henry County has employed a consultant to assist Memorial Hospital with <br /> <br />its contemplated conversion of the former Martinsville General Hospital <br /> <br />facility, on Starling Avenue, into a three-level health care facility <br /> <br />(consisting of l20 beds - Extended Care; 50 beds - Intermediate Care; and <br /> <br />OTE: deletion hereon ) 50 beds - Residential Care), <br />.s per C ounci.l' s direc tive) <br />~om 10-12-71 meeting. ) <br />)S~(~ ) <br />:rerk~'~._ J oune> - ) I:lD<9<p After some discussion, Council <br /> <br />indicated that it is not in a position to determing whether a need exists <br /> <br />or does not exist, nor should Council take a position as to methods of <br /> <br />financing; and, furthermore, inasmuch as the endorsement sought by Waldron & <br /> <br />Fralin is required to come--if given--from the West Piedmont Planning District <br /> <br />Commission, Council suggested that petitioner present his case to said <br /> <br />Commission. Council then continued this matter to its next regular meeting, <br /> <br />with Mr. Fralin indicating that such deferral would cause no inconvenience <br /> <br />to his firm. Mr. Stafford G.
