<br />91 <br />- <br /> <br />TUESDAY <br /> <br />SEPTEMBER 28, 1971 <br /> <br />~ <br /> <br />water and sewer plan would be $3.676.00; whereupon motion, duly seconded <br /> <br />and unanimously carried, Council agreed to assume said share (of $3,676.00) <br /> <br />for said purpose, contingent upon similar agreement by all other member- <br /> <br />jurisdictions of the Planning District, with Martinsville's share to be <br /> <br />paid only when requested and in such increments as necessary and, <br /> <br />furthermore, upon the condition that--in the event other funds become <br /> <br />- <br /> <br />available from other sources for this purpose--Martinsville's share will <br /> <br />be proportionately reduced. <br /> <br />Council continued for further study, pending the receiving by City Manager <br /> <br />Noland of requested information, the proposed and recommended lJearly <br /> <br />retirement" policy for local law enforcement personnel. <br /> <br />Mr. Horace Fralin, of the firm Waldon & Fralin, Inc., appeared before Council <br /> <br />and requested that Council endorse the proposed construction by Waldron & <br /> <br />Fralin of a nursing home (or convalescent home), to be located on Whittle <br /> <br />Family Trust property to the rear of the Cooper & Ratcliff Store on Brookdale <br /> <br />Road. By such endorsement, Mr. Fralin informed Council, his firm hopes to <br /> <br />have reinstated a Certificate of Need issued March 5, 1971, by the Department <br /> <br />of Health for the Commonwealth of Virginia, which certificate has recently <br /> <br />expired or lapsed and (which certificate) is necessary for "F. H. A." <br /> <br />financing but is not required for the building and operating of a nursing <br /> <br />home financed otherwise. It was also pointed out that the Department of Health <br /> <br />has declined to extend said certificate because the Martinsville Convalescent <br /> <br />Home now has under construction a facility for ninety additional beds to its <br /> <br />present facility, implying that the need which initially prevailed does not <br /> <br />now exist, although the Department of Health will review the matter if the <br />
