Mr. Severt also expressed appreciation <br /> <br />of City officials' successful efforts in obtaining from the State Highway <br /> <br />Department a relaxing of its regulations to permit such test runs and, further, <br /> <br />assured Council of his firm's desire to cooperate with the City in the transporting <br /> <br />of Nationwide products over routes and at the hours preferred by Nationwide so as <br /> <br />not to impede traffic and not to impose undue burden upon City escort personnel. <br /> <br />,- <br /> <br />After some discussion, Vice Mayor West moved that, for a ninety-day period, <br /> <br />in-City modular home manufacturers be allowed "freedom of movement" with <br /> <br />"dialogue" between parties, after which period City officials will report any <br /> <br />problems encountered, Le., from "freedom of movement", and--if no problems are <br /> <br />encountered--such "freedom of movement" will be the established policy for in-City <br /> <br />modular home manufacturers. The motion was duly seconded, after which City <br /> <br />Manager Noland recommended that--before going to the proposed ninety-day period-- <br /> <br />the City continue its experimental approach, pointing out that (because of time- <br /> <br />and-personnel duty conflicts) escort personnel may not be available at just any <br /> <br />time Nationwide Homes might have a shipment it desires to move over City streets. <br /> <br />Speaking to the motion, also, City Attorney Cubine advised Council that, in his <br /> <br />opinion, Council would be "treading on dangerous ground" in passing the motion <br /> <br />/- <br /> <br />if, in so doing, it constitutes a special dispensation, i.e., granting a privilege <br /> <br />not afforded everyone in like circumstances. The motion passed. <br /> <br />As indicated hereinbefore, Mr. J. H. Barnes recently retired as an officer of <br /> <br />the Virginia State Police and has since become associated with Nationwide Homes; <br /> <br />whereupon, Mayor Renick expressed his and Council's appreciative acknowledgment <br /> <br />,..- <br /> <br />of Mr. Barnes' many years of service as a State Police Officer while stationed in <br /> <br />the local area and their pleasure that he will continue to maintain his residence <br /> <br />in the area. <br />
