It will be the responsibility of the owner to provide outdoor lighting <br />to meet minimum street lighting standards of the City for residential <br />areas along all access roads and parking areas. <br />2. The owner shall erect a stop sign at all exits from the complex. <br />3. The owner shall cause to be kept a register containing the name of the <br />tenant of each apartment by apartment number, all to be kept on a <br />current basis and available at all times for police inspection. <br />4. All accessways shall be paved with not less than five inches of <br />compacted base and triple surface treatment in accordance with City <br />standards, and such roadways shall be maintained open and in good <br />condition at all times. <br /> <br />SANITARY REGULATIONS <br />1. It shall be the responsibility of the owner to either provide or require <br />the tenants of the apartments to provide the necessary garbage cans <br />along with suitable racks or other facilities to prevent their being <br />turned over by dogs, located at the rear of the buildings in such places <br />as to be readily accessible to City collection crews. <br />2. The owner shall grant, at no expense to the City, such easements as may <br />be necessary to allow for refuse collection and for reading of meters, <br />maintenance of city-owned water and sewer lines, and other necessary <br />functions of the City. <br />3. It will be the responsibility of the owner to see that all common areas <br />are kept clean and free of debris at all times, and this regulation <br />shall include the mowing of grass and weeds as necessary. <br /> <br />UTILITIES <br />l. The owner shall comply with all applicable regulations and policies of <br />the City pertaining to the provision of water and sewer service for the <br />area covered by this permit. <br /> <br />Resuming--from its August 24th meeting--consideration of Nationwide Homes' <br /> <br />petition for relief from, or waiver of, the City's regulations applicable to <br /> <br />time-of-travel and routing of modular homes and/or wide loads over City streets, <br /> <br />Council received from City Manager Noland the results of certain test runs of <br /> <br />Nationwide Homes' products (see City Manager's memorandum dated September 8, <br /> <br />1971), indicating that additional test runs would be desired before conclusive <br /> <br />recommendations from him are submitted. Messrs. James W. Severt (President) and <br /> <br />J. H. Barnes (recently retired from the State Police), of Nationwide Homes, <br /> <br />reported that during recent test runs, i.e., during hours and over in-City <br /> <br />routes not permitted under current regulations, no problems were encountered <br />
