Upon motion, duly seconded, and by a vote recording all members <br /> <br />in favor of the motion with the exception of Vice-Mayor West (see statement <br /> <br />hereinafter), Council authorized the purchasing of the four busses, if determined <br /> <br />to be in sound mechanical condition, and appropriated the sum of $9,400.00 for <br /> <br />the purchase of said four busses. Vice-Mayor West, in voting against the motion, <br /> <br />explained that as a matter of principle he could not agree with or subscribe to <br /> <br />the Federal Government's or the Federal Judiciary's policies and decrees requiring <br /> <br />,"'- <br /> <br />across-town bussing of students away from their neighborhood schools with <br /> <br />apparent disregard for the increasingly burdensome cost thereof upon the localities <br /> <br />and with apparent disregard for alternative methods which would better meet the <br /> <br />educational and sociological needs of all students. <br /> <br />Upon inquiry, School Superintendent John Richmond informed Council that the <br /> <br />application of President Nixon's price-and-wage freeze, announced Sunday night, <br /> <br />August 15th, upon teachers' salaries for the new school year has not been <br /> <br />resolved or determined. <br /> <br />Council acknowledged receipt of a letter from the Honorable A. Linwood Holton, <br /> <br />Governor of the Commonwealth of Virginia, announcing plans for the nation's <br /> <br />bicentennial celebration from 1976 to 1983, with a preliminary planning <br /> <br />conference being scheduled in Richmond, Virginia, September 17th, to which <br /> <br />area representatives are invited. <br /> <br />Council also acknowledged receipt of an invitation from the Stokes County <br /> <br />- <br /> <br />(North Carolina) Historical Society to attend on August 22nd the unveiling of <br /> <br />a monument of Col. William Byrd. <br />
