<br />') <br />-- <br /> <br />TUESDAY <br /> <br />AUGUST 17, 1971 <br /> <br />The Commission gave final consideration to this petition on August 3, 1971 <br />and to the one objection noted. Following their consideration of this <br />matter, the Commission voted to recommend to Council that: <br /> <br />_. <br /> <br />l. This petition be granted and Douglas Street be closed and abandoned <br />in front of Lots No.8, 9, lO, and II as shown on the attached map. <br />2. That the effective date of this closing and abandonment be that date <br />on which the petitioners submit a properly prepared map suitable for <br />recording and the same is recorded in the Corporation Court Clerk's <br />office. <br />3. The petitioners verbal request for the rezoning of Lots No.8, 9, <br />lO, and II be granted and these lots be rezoned from R-6 Residential <br />to a C-3 Commercial classification. <br /> <br />The Commission in arriving at its decision gave consideration to the <br />objection raised by the Martinsville Coca-Cola Company noting that their <br />property is one having double frontage in that it fronts Memorial Boulevard <br />and its rear line for its total length is along an unopened street known <br />as Stephens Street. The Commission also noted that the Coca-Cola Company <br />property in its development had been graded to an elevation approximately <br />20 feet below that of Douglas Street thus making it impractical to open <br />Douglas Street as an access to their property. <br /> <br />Pursuant to request of the Virginia Department of Highways, Council adopted <br /> <br />the following resolution indicating Council's concurrence as to general design <br /> <br />and location of the proposed "Martinsville By-Pass", identified as Route 212, <br /> <br />with Council suggesting that consideration be given by the Department of <br /> <br />Highways toward re-numbering a portion of this pr~ct or route from its Bassett <br /> <br />Forks origin to its intersection with Route 58 West to preserve and continue <br /> <br />the Route 220 identification and, also, retain Route 220 as it now exists into <br /> <br />and through Martinsville: <br /> <br />WHEREAS, by resolution adopted May 13, 1969, Martinsville City Council <br />endorsed--as to general principle and general route--a proposed highway <br />construction project then identified as "Route 2l2" (and/or "Martinsville <br />By-Pass"), extending from Routes 220 and 57 at a point known as "Bassett <br />Forks", northwest of Martinsville, in an easterly direction west, south <br />and southeast of Martinsville, all in the County of Henry, to a point <br />approximately 3.4 miles east of the City's east corporate limits to Route <br />58 (East); and <br /> <br />WHEREAS, the Department of Highways of the Commonwealth of Virginia has <br />now established the general design for, and location of, said highway <br />construction project, now identified as Project 6220-044-l1l, C-50l, and <br />as Project 6058-044-103, C-50l; now, therefore, <br />
