') ',) I _ r) ~ TUESDAY JULY 13, 1971 Following recommend requested much discussion on this matter, the Commission voted to to Council that this petition be granted and that the 3~ acre be rezoned from R-9 Residential to R-6 Residential. In its deliberation of this matter, the Commission gave consideration to the fact that the petitioners submitted to the Commission a Certificate of Need, issued to them by the State Department of Health, stating that there is a need for a nursing home of lOO beds in this area. They also took cognizance of the fact that the choice of sites of this size within areas in the City already zoned R-6 is extremely limited. - As a supplement to Council's action taken during its special July 1st meeting, wherein (by ordinance) it adopted the 1971 City Code, Council affirmed said action and adoption, making the provisions of said 1971 City Code effective at 12:01 A.M., July 14, 1971. Upon City Manager Noland's recommendation, Council authorized the proceeding with plan preparation for the construction of an extension of Lester Street to connect with the new Route 57 project (off Northside Drive) now under construction. After approving the priorities assigned to petitions for curb-and-gutter and/or sidewalk now on file, Council approved the recommended list thereof for the current 1971-72 year, meanwhile accepting City Manager Noland's recommendation that a cost study be conducted to ascertain the actual current cost of con- structing such improvements, the basis of which might require an adjustment to property owners' shared cost, but with the understanding that such adjustment will not apply to petitions already filed. After reviewing the following bids received for the construction and installation of water mains in conjunction with the new Route 57 construction project now underway, Council accepted the lowest bid submitted, viz., that by Laramore
