q (1
o )

TUESDAY

MARCH 9, 1971

Council was shown a photograph which portrayed how the existence of a

substandard home on a lot located at the intersection of Pine Hall Road

and Yorkshire Road has thwarted the necessary widening of Yorkshire Road

at this intersection. City Manager Noland stressed the need and urgency of

clearing up the right-of-way problem in time for physical improvements at

said intersection during the forthcoming construction season. Director

of Public Works George W. Brown reviewed the efforts of the attorney for

the owners toward clearing title to the property, which efforts have been

somewhat unsuccessful because of estate complications, although the owners

are anxious to clear said title in order that they can negotiate the sale

of right-of-way to the City. Inasmuch, as was indicated, the attorney for

the owners feels that he can clear up the title problem more quickly than

the City could in a friendly condemnation suit, Council agreed to postponing

consideration of condemnation proceedings to afford the owners and attorney

an opportunity to solve their problem and avoid condemnation proceedings.

Dr. Charles J. Mathes, Health Director, submitted a written report of

activities and findings of the Health Department (as related to the City)

for the calendar year 1970, supplemented by verbal comments on several

aspects of the written report and, in some cases, giving comparative figures

and information for the year 1969. Dr. Mathes, in addition, apprised

Council of the Health Department's accelerated program of attempting to have

all females vaccinated against Rubella, connnonly known as "measles", inasmuch

as this disease can cause numerous maladies and/or deformities of children

under certain conditions.
