If

TUESDAY

FEBRUARY 9, 1971

We would
proposal
the land

appreciate the City's earliest possible consideration of this
in that I am under an obligation to develop the utilities for
transaction for the New York group.

We sincerely hope this proposed partnership can become a reality, and
not only eliminate the intolerable sewer conditions as they exist today,
but also provide the answer for tomorrow's sewer conditions that can
only worsen.

-

(Letter from Mr. Reynolds)
I am writing this letter at the request of the Henry County Public Service
Authority in response to letter addressed to members of the City Council
from William A Mason dated February l, 1971. In that letter Mr. Mason
requested that the City of Martinsville assist in the solving of sewer
conditions in the Villa Heights area of Henry County.

As you are well aware, the Public Service Authority has attempted to enact
projects that would solve this problem. Negotiations between the City of
Martinsville and Henry County have in the past taken place and are
presently taking place concerning the treatment of sewage in the Villa
Heights area by the City of Martinsville. We have presently advertised
soliciting bids for the installation of a project that would solve the
problem in the area.

It is our belief that the Henry County Public Service Authority has the
responsibility of solving this problem and is in fact the sole authority
that could solve this problem. The Public Service Authority does agree
with Mr. Mason that it would be more expensive to pump the sewage to the
Collinsville sewage treatment plant. We are hoping that further
negotiations with the City of Martinsville might avoid this expense.

Council continued Mr. Mason's request, pending conferences and consultations

with the Henry County Public Service Authority, in deference to the PSA's

stated position regarding utility services in the county.

Council continued for further consideration, pending IIresearchll and confirmation

by the Commissioner of the Revenue, a request filed by the Trust Department of

The First National Bank of Martinsville & Henry County, on behalf of the J. P.

McCabe Estate, for a refund of $343.83 taxes paid by and for the estate, for

the tax years 1947 through 1970, on a lot (identified as IILot No. 911) alledgedly

non-existent and, therefore, for taxes erroneously assessed and collected, said

lot being to the rear of Circle Court and Mulberry Road.
