<br />'\ l)l <br />I l <br />../ 11.' <br /> <br />TUESDAY <br /> <br />FEBRUARY 9, 1971 <br /> <br />the following written request for City sewer service at a point designated <br /> <br />in said request; and, in connection therewith, Mr. William Roscoe Reynolds, <br /> <br />Commonwealth's Attorney for Henry County, filed the following letter setting <br /> <br />forth the position thereon of the Henry County Public Service Authority: <br /> <br />(Request from Mr. Mason) <br />As a property owner of a part of the above referenced property, <br />and joining with other property owners within this area, representing <br />One hundred per cent (100%) of the owners, we would like to solicit <br />the assistance of the City of Martinsville in helping us solve our <br />sewer conditions as they exist today. The referenced property is in <br />an area that has recently been brought to the attention of all the <br />citizens of the City of Martinsville and Henry County by the Water <br />Control Board. <br /> <br />As businessmen, we are willing to join in with the City of Martins- <br />ville and share the costs necessary to correct the sewer situation. <br />As you know, this property is very contiguous by the City of <br />Martinsville and providing service for this area would follow the <br />natural terrain with the gravity flow to Beaver Creek. For this area <br />to be served by the Public Service Authority would involve a sizeable <br />expense to provide a pumping station. The monies necessary to build <br />this station would have to be provided by the county lOO%. As <br />businessmen, we have to view this as an unnecessary expense when the <br />City sewer lies in such an accessible location with such a great <br />savings in costs. I have just concluded a land transaction with an <br />out-of-state group who is developing a shopping center, which land is <br />connected to the Holiday Shopping Center. This would be the furtherest <br />point this gravity line would reach. This line would also serve <br />approximately twelve (l2) acres in the rear, which I plan to develop <br />into a trailer park or an apartment project. In addition to this <br />property, I also own five (5) large parcels that join Beaver Creek. <br />There are approximately twenty-two (22) existing businesses on this <br />2700 foot line that are willing to participate and would tie into the <br />sewer line, if it were available. <br /> <br />I have attempted to provide you with signatures of the other property <br />owners in the area that are willing to join with me to make this sewer <br />line a reality. The proposal we would like to present to the City of <br />Martinsville at this time would be as follows: <br /> <br />1. We, the undersigned property owners, will pay total cost of <br />running approximately 2700 feet of sewer line from the North end <br />of the Holiday Shopping Center to Beaver Creek, if the City would <br />provide at Beaver Creek the necessary sewer connection. <br />2. This line we would build would be acceptable to the City's <br />specifications and supervision, and we would provide the necessary <br />easements that the City would require. <br />3. This line would be constructed on the East side of U. S. Route 220, <br />and could also service the West side of U. S. Route 220 by boring <br />underneath U. S. Route 220. <br />
