Also, upon motion (duly seconded and unanimously carried), Council <br /> <br />authorized the entering into a contract with the developers of Tan Bark Place <br /> <br />Subdivision (being an agreement with the Estate of Rives S. Brown, Jr., dated <br /> <br />December 11, 1970), authorizing City Manager Noland to execute same on behalf <br /> <br />.of the City, setting forth the conditions under which sewer service will be <br /> <br />provided and being in accordance with the City's regulations governing the <br /> <br />extending of water and sewer lines (lJoutsidelJ); and, furthermore, (upon motion, <br /> <br />duly seconded and unanimously carried), Council awarded the construction to <br /> <br />Prillaman & Pace, Inc., lowest bidder. <br /> <br />Council acknowledged receipt of--and referred to the Planning Commission for <br /> <br />its consideration and recommendation--an application filed by Mr. O. B. Hensley <br /> <br />through his counsel, Mr. M. Harrison Joyce, Attorney at Law, requesting a <br /> <br />Special-Use Permit to allow conduct of the Henry County Fair & Exposition at <br /> <br />":Liberty Heights" fairground during the fall of 1971. <br /> <br />In response to a request from the office of the President of the United States, <br /> <br />and in cooperation therewith, Mayor Renick and Council approved and endorsed <br /> <br />a proposed community-wide plan and effort to give due emphasis and every <br /> <br />consideration to providing employment for veterans returning from military <br /> <br />service. <br /> <br />In his memorandum dated December l6, 1970, City Manager Noland recommended--for <br /> <br />the reasons set forth therein--the postponing of the previously-scheduled <br /> <br />twice-a-year property tax billing from the current fiscal year to the forth- <br /> <br />coming 1971-72 fiscal year; whereupon motion, duly seconded and unanimously <br /> <br />adopted, Council accepted the recommendation. <br />
