lL TUESDAY OCTOBER 13, 1970 Pursuant to request filed by Mr. Gary W. Smith, of 16 Pinnacle Drive, Villa Heights, Council authorized the connecting to a City water main of Mr. Smith's proposed new residence on Rosewood Avenue, Woodland Heights (Lot l3-l6), contingent upon and subject to Mr. Smith's complying with all applicable City regulations, including zoning and building regulations. /~ A request filed by Mr. John W. Holmes as Agent for Evelyn H. Stone, Trustee, seeking the rezoning--from "M-3 Industrialtl to "R-9 Residential"--of petitioner's 78-acre tract situated on the west side of Rives Road (formerly Scuffle Hill Road) was referred to the Planning Commission for its consideration and recommendation. In receiving the following request from the firm of Rives S. Brown, Realtor, for City sewer service for petitioner's Tan Bark Place, Council instructed City Manager Noland and Public Works Director Brown to compile data, such as engineering and costs, applicable to both this petition and the entire Mulberry Creek Drainage Basin which could be served by the City's Mulberry Creek Outfall Line if the area property is developed and should the Council so permit, with the assembled information and an lIall-encompassingll recommendation to be presented to Council within the next two-to-four weeks: On March 26, 1969, a contract was executed between the City of Martinsville, and Rives S. Brown, Jr., Jackson C. Dodge, and James M. Wilson, covering the extension of a water line along a street identified as Tan Bark Place, which extends from Spruce Street into Henry County for a distance of approximately 500 feet. This water line was constructed according to the requirements of the City's Water and Sewer Extension Ordinance. The property to be served by this water line was subdivided in accordance with the City's Subdivision Ordinance, and the street was constructed to standards exceeding City requirements.
