<br />, [. <br />." \) <br /> <br />TUESDAY <br /> <br />OCTOBER 13, 1970 <br /> <br />aesthetic value of the surrounding area, and in which discussion Vice-Mayor <br /> <br />West--by evaluation and analysis--concluded that granting of petitioner's <br /> <br />request would be in the best interests of the City and its citizens, Council <br /> <br />accepted the following report of the Planning Commission (dated October l3, <br /> <br />1970) and effected the requested rezoning, with certain conditions attached, <br /> <br />by adopting the following ordinance amending the City's Zoning Code and Map, <br /> <br />meanwhile instructing and directing the City's Traffic Engineer to control <br /> <br />properly all commercial traffic through the residential areas surrounding <br /> <br />Nationwide Homes' property: <br /> <br />The City Planning Commission gave final consideration this evening <br />to Mr. Ralph Lester's request, on behalf of Nationwide Homes, that <br />additional area between the present plant site and Forest Street be <br />rezoned to an Industrial classification for expansion purposes. <br /> <br />Following this consideration the Commission made the following <br />decision to recommend to Council that the area as requested by Mr. <br />Lester be rezoned from its present R-6 Residential to an M-3 <br />Industrial classification, upon the condition that Mr. Lester plant <br />screen planting in the old right-of-way of Forest Street immediately <br />below Childress Drive sufficient to screen the plant site from <br />casual view. <br /> <br />The Commission felt that since the plant already exists, with an <br />industrial access road built to its entrance, that the residential <br />area on Childress Drive and Forest Street will not be materially <br />affected. Also because of the R/R and Topography of the land in <br />question that Industrial use is the best use of the property. It <br />is suggested that the Traffic Engineer be requested to properly <br />control all commercial traffic through the residential areas <br />surrounding this site. <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, <br />in regular meeting assembled this thirteenth day of October, 1970, that <br />the Zoning Ordinance and the Zoning Map of the City of Martinsvi1le <br />be--and are hereby--amended to reclassify to "M-3 Industrial" that <br />property owned by Nationwide Homes, Inc., and situated between Rugg <br />Creek and Forest Street, consisting of a tier of lots identified as <br />Nos. 55 through 78 as shown on Sections 60 and 61 of the Property <br />Tax Map of the City of Martinsville, with the following exceptions <br />and subject to the following conditions: <br /> <br />(1) Lots Nos. 55 through 59 shall remain as presently resi- <br />dentially zoned for a depth of one hundred and thirty (130) <br />feet from their Forest Street property lines; <br />
