<br />1~ <br /> <br />TUESDAY <br /> <br />OCTOBER 13, 1970 <br /> <br />Street; otherwise, his firm would support the opening and developing of said <br /> <br />Middle Street to provide additional ingress and egress for the area residents. <br /> <br />A motion by Councilman Boaz, to defer (for further study) action on this matter, <br /> <br />momentarily failed for lack of a second; however, with Councilman Hobson's <br /> <br />second (after failing to obtain a second to his substitute motion that the <br /> <br />petition be denied), Council passed Councilman Boaz's motion, with Vice-Mayor <br /> <br />West voting in the negative. <br /> <br />- <br /> <br />- <br /> <br />Also, pursuant to duly-advertised public notice, Council conducted a public <br /> <br />hearing on Nationwide Homes' rezoning petition--filed with Council on June 23, <br /> <br />1970--requesting the rezoning to "Industrialll of petitioner's property <br /> <br />(consisting of a tier of lots) between Rugg Creek and Forest Street, retaining <br /> <br />the present residential classification, as a "buffer" zone, for a depth of <br /> <br />fifty feet from the Forest Street property lines. A number of property owners <br /> <br />who reside in the Forest Street area, and with whom Council had earlier viewed <br /> <br />the property and discussed in person, appeared before Council and registered <br /> <br />their objections to petitioner's request, expressing the opinion that the <br /> <br />present plant site--by its proximity--is in conflict with their understanding <br /> <br />of the intended residential usage of the area and, furthermore, depreciates <br /> <br />the value of surrounding residential property, concluding that additional <br /> <br />industrial development by petitioner would serve to aggravate the cited con- <br /> <br />ditions and further adversely affect their properties. Mr. Ralph C. Lester, <br /> <br />President of Nationwide Homes, verbally agreed to establish a much larger <br /> <br />"buffer" zone for five lots involved, Le., retain the present residential <br /> <br />zoning (on Lots Nos. 55 thru 59) for a depth of l30 feet. After additional <br /> <br />discussion, in which members of Council expressed the opinion that granting <br /> <br />petitioner's request would not further detract from the residential usage and <br /> <br />-- <br />
