However, we would strongly recommend <br />that all of these property owners be advised in writing of <br />City requirements regarding the use of City utilities in the <br />county as it relates to property use and construction of <br />buildings served by our system in order to prevent any <br />further expansion of the nonconformity as it relates to the <br />use of land within the area. We believe further that a <br />similar letter citing our requirements regarding utility <br />uses in the county be sent to all other utility customers <br />to avoid any misunderstanding regarding the City's require- <br />ments dealing with land use when served by City utilities. <br />It should be also understood that any future buildings <br />erected wherein services are required, that all provisions of the <br />City's Water and Sewer Extension Ordinance must be adhered to <br />including appropriate requirements of the Subdivision Ordinance, <br />City Building Code, Plumbing Code and Zoning Ordinance. <br /> <br />NOTE:It shall be the responsibility of the property owners at their <br />expense to provide for any additions or changes in plumbing between the <br />meter and the buildings served by the above system including any such <br />additions or changes within buildings connected to this system. <br /> <br />After studying a special map on which was indicated the actual location of <br /> <br />all water lines and water meters requiring replacing and/or relocating to <br /> <br />bring the area system up to standard, and after discussing the various aspects <br /> <br />of same, as well as of the foregoing report, with residents involved therewith, <br /> <br />Council adopted the report as a matter of policy, requesting that representatives <br /> <br />of the City meet as necessary with the Barrows Mill Road customers for a full <br /> <br />explanation thereof. <br /> <br />After hearing an explanation of the terms of a tripartite agreement between <br /> <br />the Commonwealth of Virginia's Highway Department, the City of Martinsville, <br /> <br />and the Carolina & Northwestern Railway Company, setting forth the conditions <br /> <br />under which the C&NW Railway Company will permit the Highway Department to <br /> <br />construct a bridge over the Railway Company's right-of-way and over Burl <br /> <br />Street, as an extension of Fairy Street, Council unanimously authorized <br /> <br />Mayor Renick and City Manager Noland to execute said agreement on behalf of <br /> <br />the City of Martinsville, said agreement having already been executed by <br /> <br />officials of the Railway Company. <br />
