, ,\

>>.....

THURSDAY

SEPTEMBER 17, 1970

present ordinances. However, we would strongly recommend
that all of these property owners be advised in writing of
City requirements regarding the use of City utilities in the
county as it relates to property use and construction of
buildings served by our system in order to prevent any
further expansion of the nonconformity as it relates to the
use of land within the area. We believe further that a
similar letter citing our requirements regarding utility
uses in the county be sent to all other utility customers
to avoid any misunderstanding regarding the City's require-
ments dealing with land use when served by City utilities.
It should be also understood that any future buildings
erected wherein services are required, that all provisions of the
City's Water and Sewer Extension Ordinance must be adhered to
including appropriate requirements of the Subdivision Ordinance,
City Building Code, Plumbing Code and Zoning Ordinance.

NOTE:It shall be the responsibility of the property owners at their
expense to provide for any additions or changes in plumbing between the
meter and the buildings served by the above system including any such
additions or changes within buildings connected to this system.

After studying a special map on which was indicated the actual location of

all water lines and water meters requiring replacing and/or relocating to

bring the area system up to standard, and after discussing the various aspects

of same, as well as of the foregoing report, with residents involved therewith,

Council adopted the report as a matter of policy, requesting that representatives

of the City meet as necessary with the Barrows Mill Road customers for a full

explanation thereof.

After hearing an explanation of the terms of a tripartite agreement between

the Commonwealth of Virginia's Highway Department, the City of Martinsville,

and the Carolina & Northwestern Railway Company, setting forth the conditions

under which the C&NW Railway Company will permit the Highway Department to

construct a bridge over the Railway Company's right-of-way and over Burl

Street, as an extension of Fairy Street, Council unanimously authorized

Mayor Renick and City Manager Noland to execute said agreement on behalf of

the City of Martinsville, said agreement having already been executed by

officials of the Railway Company.
