The City to replace 2,311 feet of water line which is <br />estimated to cost $11,555. According to records in the <br />Henry County Court's Clerk's Office, this line could be <br />installed within public rights of ways and would not <br />require easements from property owners within the area <br />for construction and maintenance. <br /> <br />B. The 13 dwellings units now being provided service through <br />a single meter should be required to have separate meters. <br />The property owners to pay to the City a connection fee <br />of $175 for each of the 13 services to be installed, this <br />being the standard water connection fee. <br /> <br />C. In order the discontinue completely the use of the existing <br />system, it is necessary that the 24 units now being metered <br />that are served from the old system be connected to the <br />new line. The City could not salvage any part of these <br />connections except for the meter. Therefore, these property <br />owners whose services are now metered should pay to the City <br />a fee for providing the new connection of $175 less the cost <br />of the meter which is $40, resulting in a net fee to be paid <br />by each of the 24 properties served of $175 less $40 or $135. <br />The responsibility for installing and securing a permit from <br />the Virginia Department of Highways for lateral lines across <br />the roadways maintained by the Highway Department shall be a <br />responsibility of the water user. <br /> <br />D. A fire hydrant should be installed at the end of the line which <br />is estimated to cost $550 including tee and valve, this $550 should <br />be borne by the 37 users of the system equally, since their <br />properties would be benefited directly by the installation of <br />the fire hydrant due to possible reduction in their insurance <br />rates. <br /> <br />E. The total amount to be paid to the City of Martinsville by the <br />users of the area for the fire hydrant, 13 new connections and <br />24 replacement connections is $6,065. It is possible that some <br />of those now receiving service will not be willing to go along <br />with the arrangement as cited above, which could result in other <br />users having to pay a higher fee in order to remedy this problem. <br />It is recommended that this project not be undertaken until this <br />amount is paid to the City Treasurer covering the cost of the <br />facilities as indicated above. <br /> <br />F. It is noted that there are certain nonconformities with respect <br />to land use, such as mobile homes, which is in violation of <br />present City ordinances regarding the development of property <br />within the City or county wherein the utilities owned by the <br />City are used.
