<br />40 <br /> <br />THURSDAY <br /> <br />SEPTEMBER 17, 1970 <br /> <br />In accordance with Council's recent directive, the following is a <br />report and recommendations regarding a recent request by a number <br />of citizens of Henry County, who live in the Barrows Mill Road' <br />area and are provided water service by the City, for the City to <br />improve the water service for this area. <br /> <br />In consideration of the fact that this area is situated in the <br />county, it was not the feeling in prior years that the City could <br />expend money on its system in the county because of inadequate funds <br />to provide the quality system needed to provide City water users <br />with adequate water for domestic, commercial and industrial use, <br />including fire protection. However, in view of the water system <br />improvements that have been made within the City during the past <br />ten years resulting in a reasonably adequate supply of water for <br />all areas of the City, some effort could now be considered with <br />respect to improving the quality of service to the area in question <br />even though it is situated outside of the city limits. <br /> <br />Our investigation and findings are as follows with respect to this <br />problem: <br /> <br />1. Many years ago the City permitted individuals within <br />this area to extend small lines into the area with <br />connections being made to various houses and businesses <br />that were constructed from time to time in the area. <br />These extensions and a majority of the connections were <br />made prior to the enactment by the City of ordinances <br />controlling the size of lines to be extended and the <br />development of the property to be served by the City's <br />system. <br /> <br />2. There is a present 1,081 feet of 3/4 inch galvanized <br />water line serving a segment of the area in question <br />and an additional 1,231 feet of 1/2 inch line serving <br />the remainder of the area. The combined total length <br />of the system being 2,311 feet, with 1,281 feet being <br />maintained by the City. <br /> <br />3. The system provides service for 32 houses, four mobile <br />homes, and one business establishment, making a total of <br />37 business and dwelling units being served by the <br />system. Twenty four of these services are metered <br />separately as required by City ordinances. Thirteen <br />other services are connected to a single line with the <br />quantity of water used being metered by one meter. <br /> <br />4. The 13 units were billed last month in the amount of <br />$28.60. If each unit had been metered separately, the <br />City would have received a minimum of $65, which represents <br />a loss of $36.40 per month in revenue. The total minimum <br />monthly revenue from this area, if all services are <br />metered separately, is $185 and the total minimum annual <br />revenue is $2,220. <br /> <br />In consideration of the fact that the above lines were installed <br />prior to the adoption by the City of regulations controlling the <br /> <br />extension of lines into the county and in consideration of the <br />
