All roadways or accessways shall be paved with not less than 5 <br />inches of compacted base and triple surface treatment in accordance <br />with City standards, a minimum of 20 feet in width, and such <br />roadways shall be maintained open and in good condition at all <br />times. All dead-end drives shall be provided with a turnaround <br />having a minimum radius of 40 feet. The primary accessway to the <br />court, from an extension of Cabel Street, shall be paved a <br />minimum of 36 feet in width. <br /> <br />6. Mobile homes or structures shall be placed on the lots so as to <br />allow minimum front and rear yards of at least 15 feet, and side <br />yards of at least 10 feet. <br /> <br />,- <br /> <br />III. Sanitary Regulations: <br /> <br />1. All mobile homes permitted to occupy space in the court shall include <br />complete sanitary facilities, such as a commode, lavatory and <br />bathtub or shower. <br /> <br />2. Only those mobile homes which are equipped with laundry facilities <br />shall be permitted to occupy spaces in the court. <br /> <br />3. It shall be the responsibility of the owner either to provide or <br />to require the tenants of the several spaces to provide the necessary <br />garbage cans, along with suitable racks or other facilities to prevent <br />their being turned over by dogs, located at the rear of the units in <br />such places as to be readily accessible to City collection crews. <br /> <br />4. It will be the responsibility of the owner to see that all lots and <br />common areas are kept clean and free of debris at all times, and <br />this regulation shall include the mowing of grass and weeds as <br />necessary. <br /> <br />IV. General <br /> <br />This Special Use Permit is subject to amendment and/or revocation at any <br />time, in the discretion of City Council, after either a petition of the <br />owner or his assigns, or by Council, after notice to the owner of the <br />City's intent to amend or revoke, with the understanding that before <br />such amendment or revocation, the owner or his agent will be permitted <br />to discuss the proposed amendment or revocation with Council. <br /> <br />With reference to an appeal recently filed by residents of Barrows Mill Road, <br /> <br />outside the City's corporate limits, regarding insufficient water service for these <br /> <br />customers, Council received the following report prepared by Public Works Director <br /> <br />George W.
