<br />~- <br /> <br />-. <br /> <br />1~ <br /> <br />THURSDAY <br /> <br />SEPTEMBER 17, 1970 <br /> <br />Council received for future consideration a petition requesting the construction <br /> <br />of curb-and-gutter along "A" Street, between Second and Third Streets, as an <br /> <br />extension of the project already approved for "A" Street between Third and Fifth <br /> <br />Streets. <br /> <br />Vice-Mayor West reported to Council that a number of local citizens appear to be <br /> <br />somewhat concerned over Council's recent action in increasing the real estate <br /> <br />assessment ratio from 50% to 60% for 1971, in connection with the current <br /> <br />quadrennial reassessment project, apparently interpreting this action as <br /> <br />tantamount to an automatic increase in property taxes, effective with the forth- <br /> <br />coming first-half tax billing for 1971, although news coverage of Council's <br /> <br />action in this respect correctly reported Council's commitment not to increase <br /> <br />property taxes during the current fiscal year. Mr. West then retraced the <br /> <br />policy decision steps taken by Council, as reflected in the current City Budget, <br /> <br />reiterating the fact that the change in assessment ratio is not in fact an <br /> <br />increase in the nominal tax rate but, rather, would result in an adjustment <br /> <br />of the present $2.25 rate for the 1971 first-half billing to compensate for the <br /> <br />increase in assessment ratio. <br /> <br />Council was adjourned. <br /> <br />" <br /> <br />W.
